Tyler, I am going to save up $1000 for a new computer, or upgrades to my current one.

If you want to spend $300 on a graphics card, a GTX 260 would be pretty solid.
If you want to spend $230 on a hard drive, the Samsung SpinPoint F1 RAID Class is pretty close to the VelociRaptor and hs 1 TB of space. Doubling it up for $460 would be beastly.
If you want to spend whatever amount on RAM, then there are a billion sticks that get the job done. Feeding Vista more RAM only makes it snappier.
If you want to be like me, get a ThinkPad SL500.

You can use any ATX power supply with a BTX motherboard.

what about a monitor? I'd prefer a 24" with a PPI higher than 100. But that would cost like $700 or something.
Something ~$400 would be nice.

24" monitors are typically 1920x1200, which would be 94 PPI. They can be had for about $400 though.

If you're looking at 1680x1050, you're looking around the $250 mark.
The lowest 1920x1200 LCD I can find at 22" starts at $450.

Keep in mind that 1680x1050 is 90 PPI while 1920x1200 is 103 PPI.
