That happened to me when I first installed my Touhou games.
You can fix the problem if you search up that file (D3DX9_34.dll) on Google and you'll find a download link for it on some site that has various .dll files. Then it'll run perfectly fine.

Updating DirectX manually resolved it.
Downloading individual DLL files is a very bad practice, by the way.

If you have to download individual DLL files, better than searching strange sites for them, is to just ask someone you know to send you a copy of theirs via email or something.
