Vista actually moves along on the OptiPlex with 512 MB of RAM and a 1.8 GHz Pentium 4. It's not impressive, but it's not bad. That said, 2 GB is generally considered the ideal amount for SuperFetch and other Vista technologies to work to their full effect, although increments up to 8 GB have shown further improvement.
Realistically though, you typically won't use more than 2 GB unless you're working with video, special effects or HDR 5D Mark II imagery.
