Windows Vista's search indexing and background defragging is the cause of that. I believe the services can be disabled, but disabling the search indexing will have a dramatic effect on search speed (obviously).

I just installed Vista recently, and it's already starting to piss me off. I don't think Windows Aero is worth this frame drop.

Aero is pretty retarded. Developers are scared to develop anything for it since perhaps half of the computers running Vista can actually support Aero. Aqua runs on any Mac that can run OS X and cannot be disabled as it is the OS's only compositor, allowing developers to utilize its capabilities in their programs. Compiz is part of the open-source world, so developers have no profits to lose from writing their own little Compiz-enabled things.
Microsoft's strategies are fucktarded.
